Previous Experience

Anne worked for a number of years in education as a teacher, assistant SENCO and a lecturer in special education in London. She worked for the British Council in Southern Africa. Lecturing on special educational needs in teacher training colleges and developing policies and procedures for the identification, assessment and monitoring of children with SEN and those marginalised and excluded because of socio- economic, health and race factors.

Anne specialises in all areas of Education Law, Community Care Law and Housing Law. She also has a keen interest in Employment Law and Land Law

Education Law
Anne has extensive experience in education law:
  1. Judicial Review Claims and part 52 Statutory Appeals:
    • special educational needs assessment, statementing and provision
    • school exclusions
    • s19 failure to make arrangements whilst out of school
    • challenges to SENDIST decision
    • breach of Article 2 Protocol 1
  2. Special Educational Needs and Disability Tribunal Appeals:
    • both for local authorities and parents
    • Appeals under Part IV EA 1996: assessment statementing & provision
    • DDA claims
  3. Exclusion Hearings at GDC and IAP for both parents and Schools

    Anne has been involved in a number of reported cases including:

    Anne also has wide experience in education contract and negligence matters involving:


    • Independent Schools
    • University/College courses- content, delivery and assessment and grievance procedures
    • Educational negligence claims against schools and LEAs involving bullying, and the failure to assess, identify and provide appropriate educational provision for children with special educational needs
Community Care

Anne has advised in numerous community care cases involving children and adults and brought numerous applications for judicial review arising out of the failure of local authorities to carry out assessments, provide services or comply with statutory regulations and guidance when carrying out their duties.

Housing

Anne has wide experience in forfeiture, disrepair and homelessness cases including JR claims and statutory appeals. She has been involved in County Court, High Court and Court of Appeal cases.

Anne has extensive experience in private and local authority possession claims in the county court. She has also advised on a range of housing law issues including forfeiture and notice to quit requirements.

Land Law

Whilst in pupillage Anne was involved in numerous adverse possession cases including Beaulane Properties Ltd v Terence Charles Palmer [2005] EWHC 817 (Ch) [2005] 4 All ER 461

Anne has also has experience in a wide range of other land law matters including restrictive covenants, the right to buy, the interpretation of leasehold agreements, service charge disputes, and mortgage possession claims.

Commercial Law

Anne has extensive advocacy experience from appearing in numerous small claims cases in the County Court. Cases include road traffic accidents, breaches of contract, service agreement repayments and debt.
