Monica Daley (1989 I) LLBBefore joining Atlas Chambers on September 1st 2006, Monica was most recently Senior Lawyer at the London Borough of Harrow (Education and Employment), advising on all aspects of Education Law; including finance of schools, responsibilities of the LEA as well as conducting SENDIST appeals. Monica also advised on admission and exclusion, including advising statutory bodies such as the Admission Forum and the School Organisation Committee. She up-dated the Local Authority’s employment policies, undertaking race and sex discrimination cases and unfair dismissal matters. Prior to joining the London Borough of Harrow, Monica spent 10 years as Principal Lawyer to the London Borough of Southwark during which time she was seconded to the London Borough of Islington undertaking case work and advice on a broad range of matters involving Employment and Education Law. and on Education Judicial Review. Monica was the lead officer in a project related to the London borough of Islington’s Education Contract, where their LEA functions had been contracted out. Whilst at Southwark Monica undertook a full range of litigation cases, including Housing Law, Judicial Review, land development and fraudulently obtained tenancies and possession under the Housing Act 1985 including anti-social behaviour and nuisance. Monica has dealt with complex litigation cases, (for example misfeasance in public office, injunctions for assaults on senior officers, cases involving fraud and judicial reviews of council’s decisions), as well as matters which have included allegations of sexual and racial harassment, complaints under the Public Interest Disclosure Act 1998 as well as staff grievance. Housing Law and General LitigationMonica has experience with Landlord and Tenant matters including business tenancies. She has also undertaken cases involving Contract, pre-action discovery in the High Court and Judicial Review of Housing and Environmental Health matters. Racial HarassmentMonica has also dealt with cases involving racial harassment undertaking advocacy both in Chambers and in open Court, including appeals. TrainingMonica has, amongst others things, taken part in courses on Environmental Protection 1990 and the Housing Act (for Legal Network Television), County Court Procedures and the Woolf reforms (Internal Course) and Registered Landlords’ Legal requirements of managing a Care Home (for Legal Network Television). |
